Rail LCL from China to Moscow

Not enough cargo for a container is the normal case, not the exception. We consolidate at our own CFS inside Xi'an International Port and load into the Moscow groupage box twice a week, 1 CBM minimum, 12–16 days station to station — collection in China, export declaration, EAEU import clearance and delivery under one contract.

Two consolidations a week is the reason this lane works

LCL is a waiting game. Your cargo waits for enough other cargo going to the same terminal, and the length of that wait is set by how often the consolidator ships. On this lane we load every week, twice, from our own warehouse at Xi'an International Port — not from a shared public CFS where your pallets sit until somebody else's booking fills up.

That frequency also fixes the thing buyers complain about most: a forwarder quoting "12–16 days" while actually meaning "whenever a box fills". Here the box is ours and the departure days are fixed, so the transit figure means something you can plan a reorder against.

Transit time, and where the days actually go

LegTypicalNote
Warehouse-in to departure3–6 daysRe-measuring, packing, customs, container stuffing
Xi'an → border (Alashankou / Khorgos or Zabaykalsk via Manzhouli)2–3 daysGauge change at the border
Kazakhstan · Russia to Moscow6–9 days1520 mm broad gauge, no further transhipment

Station to station: 12–16 days. Add 3–5 days door to door once collection in China and delivery inside Moscow are included. In the November–February window, snow and priority re-scheduling at the border can push the upper end out by two to four days; we confirm the departure date in writing at booking rather than promising a day.

Two border crossings, and why we do not fix one

Cargo reaches Russia either through Alashankou / Khorgos into Kazakhstan and north through the Urals, or through Manzhouli / Zabaykalsk straight onto the Trans-Siberian. The first is shorter for Moscow, the second is less exposed to Kazakh transhipment queues. We choose per departure against the current border situation and tell you which route your box is on — a forwarder who always names the same border is not routing your cargo, they are routing their own convenience.

EAEU import: what Russian buyers actually need

Russia is a single customs territory with Kazakhstan, Belarus, Armenia and Kyrgyzstan, so the declaration is made once, against a TN VED code, by an importer of record registered with the Federal Customs Service. In practice:

  • Importer registration — INN and KPP of the receiving company; a foreign buyer without a Russian entity needs a customs representative or an arrangement through a Russian consignee.
  • Duty, VAT and customs fee — import VAT is 20% and is recoverable for VAT-registered importers; duty depends on the TN VED code, and the customs fee is graduated by declared value.
  • EAC certification — mandatory for electronics, children's goods, light industry and a long list of machinery. A certificate that does not match the model numbers on the invoice is the single most common reason a container sits.
  • White clearance — insist on a formal declaration and duty receipt. Grey-channel offers look cheaper until the cargo is stopped, cannot be invoiced, and cannot legally be sold onward. The risk sits with the owner of the goods, not the forwarder.
Compliance note for EU, UK and US buyers: if your product is dual-use or appears on an export-control list, routing through Russia is a legal question before it is a freight question. Tell us at quotation stage and we will route via the Middle Corridor instead — see rail LCL to Baku, which continues to Georgia and onward.

Delivery: Moscow city, the region, and the rest of Russia

Standard scope is delivery to Moscow and the Moscow region, including warehouse and retail DC appointments. St Petersburg, Yekaterinburg, Novosibirsk, Krasnodar and other regional destinations are quoted separately by address — for the Urals there is a dedicated lane that avoids Moscow entirely, see rail LCL to Yekaterinburg. Terminal collection by your own broker and truck is also fine; we release the container against the documents.

What an LCL quote from China actually contains

Rail LCL is charged on volume, not on weight and not per shipment. The industry ratio on China–Europe consolidations is 1 CBM = 500 kg: cargo denser than that (steel, machinery parts, tiles, bearings) is charged on the weight converted back into volume; cargo lighter than that (textiles, cartons of household goods) is charged on the measured volume. Minimum chargeable volume is 1 CBM.

A door-to-door quote is built from four separate blocks. Ask any forwarder which blocks are inside the number they gave you — that single question explains most of the gap between two quotes that look far apart:

Cost blockWhat it covers
Rail freightSlot on the block train, Moscow station to station
Consolidation handlingWarehouse-in inspection, re-measuring, export packing, loading into the groupage box
Export declarationChinese export customs formalities, licence checks, export documentation
Destination chargesEAEU import clearance, terminal handling, devanning, delivery inside Moscow (DAP excludes duty and VAT, DDP includes them)
We do not publish a per-CBM rate, and that is not evasiveness. Rail LCL space is priced weekly against available slots, seasonal demand, cargo density and the declared commodity — a number printed on a website is out of date within a month and misleads you at the exact moment you are budgeting. Send the five items below and you get the current figure within one working day.

What we need to quote you

  1. Commodity — the commercial description, not a category. It drives the HS code and whether a licence or certification applies.
  2. Packages, dimensions, gross weight — decides whether your cargo is charged on volume or on weight.
  3. Volume in CBM — if you only have carton or pallet dimensions, send those and we will calculate it.
  4. Pickup address and delivery address — decides whether collection at origin and delivery at destination are needed.
  5. Incoterm — EXW, FCA, FOB, DAP or DDP. This is the single biggest driver of what your quote includes.

DAP or DDP — and who is the importer of record

Most confusion on China–Europe rail comes from mixing up where the transport ends with who owes the tax. They are separate questions:

TermWe handleYou handle
FCA / FOB ChinaExport clearance, loading, rail to destination terminalImport clearance, duty, VAT, onward delivery
DAPEverything to your door, including import clearance as your agentDuty and import VAT, paid on import under your EORI
DDPEverything, including duty and import VAT, delivered to your doorNothing operational — you receive the goods

On this lane DAP is the usual choice for Russian importers who already hold an INN and clear their own cargo; DDP is used by buyers who have no Russian entity and want the goods delivered with nothing left to arrange.

Under DDP the importer of record is our entity, which means the import VAT is reclaimed by us and built into the price you pay. If you are VAT-registered in the EU, DAP is usually cheaper for you because you recover the VAT yourself. If you have no EU VAT number or no import setup, DDP is the practical choice. Say which one you are and we will quote both.

Import documents, and where shipments actually stall

DocumentWhy it matters
Commercial invoiceDescription, quantity, unit value, Incoterm; Russian customs reads the description literally
Packing listPackages, dimensions, gross and net weight, marks
Contract / purchase orderParties and payment terms
TN VED codeDetermines duty; we classify with you if you do not have one
EAC certificate or declarationElectronics, children's goods, light industry, many machinery lines
Origin certificateAffects duty where a preferential rate applies

The failures we see are almost never a missing document — they are a document that does not match the cargo: a description that says “machine parts” for a box of finished assemblies, or a weight that is 15% off the packing list. We check item by item at warehouse-in and send you the packing detail to approve before the declaration is filed.

How a groupage shipment moves, step by step

  1. Collection or warehouse-in — we collect anywhere in China, or you deliver to our CFS at Xi'an International Port.
  2. Warehouse-in inspection — volume and weight re-measured, carton count checked, photographed and reported to you.
  3. Export packing — crating, strapping and stretch-wrapping matched to the cargo; fragile and moisture-sensitive goods handled separately.
  4. Stuffing by destination — cargo for the same terminal is consolidated into one box, heavy goods bottom-stowed, light goods on top.
  5. Export declaration — filed by our in-house licensed brokers; documents are matched line by line against the physical cargo.
  6. Rail departure — Alashankou or Khorgos into Kazakhstan, or Manzhouli into Zabaykalsk, then the Russian network to Moscow.
  7. Import clearance — container arrives at the destination terminal and is declared, or released to your own broker.
  8. Devanning and delivery — stripped, sorted per consignee, delivered to the agreed address or collected by you.

Cut-off dates: cargo and documents are two different deadlines

Groupage misses departures for two reasons, and only one of them is late cargo. The other is a document that arrives after the box has been sealed. On this service the two deadlines look like this:

DeadlineWhenWhat has to be true
Cargo cut-off5–7 days before departurePallets at our CFS, measured, packed and documented
Document cut-off3–4 days before departureInvoice, packing list and licence documents approved
Container sealed2–3 days before departureBox stuffed, weighed, photographed, gated in
DeparturePublished dayThe train does not wait for a missing invoice

If your production finishes in the departure week, you are booking the following one. That is not a rule invented to create urgency — it is what the consolidation sequence physically allows once the box has to be sealed and declared before it can join the train.

In the September–February peak, the cargo cut-off moves earlier rather than later: space tightens, containers are stuffed in departure order, and the shipments that arrive on the last possible day are the ones that roll. Tell us the date your production finishes and we will tell you honestly which departure it can make.

What can travel as groupage — and what cannot

Routine — machinery parts, hand tools, hardware, building materials, furniture components, homeware, apparel and footwear, auto parts, small appliances without batteries, stationery, packaging materials.

Needs checking before booking — lithium batteries (UN38.3 test summary and MSDS required), magnets, liquids, powders, food-contact articles, cosmetics. Rail applies extra declaration and packing rules to these categories, so raise them at quotation, not at the container door.

We do not carry — counterfeit or IP-infringing goods, dangerous goods, live animals, and anything the destination country prohibits. This is not a commercial preference; a rejected container at the border costs far more than the freight.

Frequently asked questions

How long does rail LCL from China to Moscow take?
12–16 days station to station, two departures a week from Xi'an. Door to door adds 3–5 days for collection in China and delivery in Moscow. Winter adds two to four days at the upper end; the departure date is confirmed in writing at booking.
What is the minimum shipment size?
1 CBM, which is a single pallet. Below that we charge the 1 CBM minimum. Cargo is charged on the greater of measured volume and weight at a 1:500 ratio.
Can you handle Russian customs, or only the transport?
Both. We can clear under DAP as your agent, or quote DDP with duty and 20% VAT included. If you have your own Russian broker we hand over at the terminal and you clear.
Do I need a Russian company to import?
Yes, in practice. The declaration is filed by an importer of record registered with the Federal Customs Service (INN/KPP). Without a Russian entity you need a customs representative or a Russian consignee — we can arrange the former.
Is groupage to Moscow safe for higher-value machinery?
It is used for it, with conditions: crated, photographed at warehouse-in, and insured at 110% of invoice value. If the consignment is above about 15 CBM, a 20ft container is both safer and cheaper per cubic metre.
Which border does my cargo cross?
Alashankou/Khorgos into Kazakhstan, or Manzhouli into Zabaykalsk. We choose per departure based on border queues and confirm the routing with your booking confirmation.
Can you collect from my supplier in Yiwu or Guangzhou?
Yes. We collect nationwide and dray into Xi'an. If your supplier is in Zhejiang or Guangdong, collection to Xi'an costs a domestic leg — we show it as a separate line in the quote so you can see it.
What cannot be shipped as LCL to Russia?
Dangerous goods, counterfeit goods, and anything requiring a licence you do not hold. Dual-use items and export-controlled products need a compliance check before we accept the booking.
