Lane analysis

Rail LCL from Xi'an to Baku: the Middle Corridor, leg by leg

Five fixed points define this lane: consolidation at Xi'an International Port, exit through Khorgos, loading at Aktau or Kuryk on the Kazakh Caspian coast, a ferry crossing to Alat Port, and a rail shuttle into Absheron station in Baku. This is the Trans-Caspian International Transport Route — the Middle Corridor. It is groupage from one cubic metre, and it is not a pure rail service: there is a sea leg in the middle.

Two rail legs, one gauge change and one sea crossing. That sequence is the whole story of this route, and it explains both what it is good at and where it can slip: the rail part is predictable, the Caspian part is scheduled but not fixed.

The legs add up to 15–26 days and the lane is planned at about 25. The spread is waiting time: ferry slots, berth availability and weather are not set by a railway timetable. On this route a range is honest and a date is not.

Why the lane exists: it does not touch Russia

Baku can also be reached the northern way — out through Manzhouli or Erenhot, along the Trans-Siberian, then south into the Caucasus. That is a long detour, and it transits Russia. For European buyers, and for anyone whose contract carries a sanctions or origin clause, a Russian transit leg is often excluded outright, whatever the rate says.

The Middle Corridor runs through Kazakhstan, the Caspian and Azerbaijan instead. It does not queue behind Manzhouli or Erenhot traffic and is not exposed to the seasonal restrictions that hit Russia–Belarus transit. For Baku and Tbilisi it is not a workaround; it is the direct line.

Baku is a Caucasus distribution point, not a terminus

From Absheron station, delivery covers Baku city, Sumqayit and Ganja, with other Azerbaijani destinations quoted by address. Onward movement to Georgia (Tbilisi, Poti, Batumi) and eastern Turkey is a separate matter: it needs a third-country transit document and a consignee able to clear on arrival. State the final destination at quotation stage — booking to Baku for cargo that is going to Tbilisi changes both the documents and the cost.

How groupage is priced, and when to book a container

LCL is charged on volume from 1 CBM, with heavy cargo converted at 1:500 — one cubic metre counts as 500 kg and you pay on the larger figure. Light, bulky goods benefit. Building materials, machinery parts and hardware usually flip to weight, at which point a 20GP is the better buy; above roughly 15 CBM, price a full container first. On the same departure, groupage runs one to three days behind a full container — the delay is in filling the box, not on the track.

Customs in Azerbaijan

The importer of record must be registered with the State Customs Committee. Duty follows the tariff line, import VAT is 18% and recoverable for registered businesses, and electrical goods and some building products need conformity documents. Two things cause most of the delays here: vague invoice descriptions and certificates that arrive after the container does.

Building materials are the usual sticking point. One invoice line reading “construction materials”, covering tiles, profiles and adhesives together, invites a query almost every time. Split the lines by specification before filing and the release is faster than any correction afterwards.

What to have ready

Commodity description, packing list and invoice, HS code, volume and weight, and the trade term. Note that DAP excludes duty and VAT while DDP includes them — on this lane the difference is not only money, it is also who registers as importer.

Frequency and capacity on the lane sit on the Xi'an–Baku service page; groupage mechanics are under China–Baku rail LCL, and the corridor itself is explained in the TITR guide.

Frequently asked questions

How long does rail LCL from Xi'an to Baku take?
About 25 days station to station: 7-10 days by rail to Aktau or Kuryk including the Khorgos gauge change, 3-7 days across the Caspian, 1-2 days by rail shuttle to Absheron, and 4-7 days of terminal handling and clearance. Add 3-5 days door to door. The ferry is the variable, so treat the date on your booking confirmation as the contractual one.
Which countries and border points does the Middle Corridor cross?
Khorgos on the Chinese side, Altynkol for the gauge change in Kazakhstan, then rail to Aktau or Kuryk, a Caspian ferry to Alat Port in Azerbaijan, and a rail shuttle into Absheron station in Baku. No part of the route enters Russia.
What is the minimum consignment?
1 CBM. Groupage is charged on volume with heavy cargo converted at 1:500, so a three to five CBM trial order is the typical shipment.
Who clears the goods in Azerbaijan, and what is required?
The importer of record must be registered with the State Customs Committee. Import VAT is 18% and recoverable, and electrical goods and some building products need conformity documents. We can arrange clearance, devanning and delivery, but the declarant is the buyer.
Can you quote a rate?
Not on this page. Rates depend on origin, volume, commodity and departure; station-to-station and door-to-door are quoted separately, and the quote states whether destination terminal, clearance and VAT are included.
