This is not a pure rail route — and that matters to your planning
Baku is on the far side of the Caspian. The container leaves China at Khorgos, crosses Kazakhstan to the port of Aktau, takes a Ro-Ro / ferry crossing to Alat, and then moves by rail shuttle to Absheron station in Baku. Anyone describing this as a direct rail service is either misinformed or hoping you will not ask.
What you get for that extra sea leg is independence from the northern corridor. This route does not queue behind Manzhouli or Erenhot traffic and is not exposed to the seasonal restrictions that hit the Russia–Belarus transit — which is precisely why European shippers who will not route through Russia use it, and why its schedule is relatively stable in a way the northern corridor is not.
Frequency on this lane is the real story
Xi'an runs about 30 scheduled block trains a month to Baku — effectively one a day. We hold two full train bookings a month on this corridor plus long-term agreement slots, giving roughly 400 TEU a month of container capacity. Groupage does not wait for its own train: your pallets are stuffed into a box that travels on that same scheduled service. That is why the LCL departure pattern here is steadier than on lanes where groupage is assembled ad hoc.
Transit time and where it goes
| Leg | Typical |
|---|---|
| Xi'an → Khorgos → Almaty / Aktau | 7–10 days |
| Caspian crossing, Aktau → Alat (ferry queue included) | 3–7 days, weather and berth dependent |
| Alat → Absheron (rail shuttle) | 1–2 days |
| Terminal handling, clearance, groupage | 4–7 days |
About 25 days station to station. The Caspian leg is the variable: ferry schedules and berth availability move with weather, and that is why the honest figure is “about 25 days” rather than a date. We give you the booked crossing and the ferry operator at booking.
Customs in Azerbaijan
The importer of record must be registered with the State Customs Committee; duty follows the tariff line and import VAT is 18%. Two things cause most of the delays here:
- Vague descriptions on building materials — “construction materials” covering tiles, profiles and adhesives in one invoice line invites a query. We split the lines by specification before filing.
- Certificates that arrive after the container — electrical goods and some building products need conformity documents. Send them with the invoice, not afterwards.
Baku, then onwards
Delivery covers Baku city, Sumqayit and Ganja, with other Azerbaijani cities quoted by address. Transit to Georgia (Tbilisi, Poti, Batumi) and to eastern Turkey is possible but is a separate matter: it needs a third-country transit document and a consignee able to clear on arrival. Tell us the final destination at quotation stage — routing a box to Baku for cargo that is going to Tbilisi changes both the documents and the cost.
What moves on this lane
Building and finishing materials, machinery and engineering parts, hand tools, auto parts, consumer goods, solar and electrical components. Azerbaijan's construction and housing programme drives the building-materials volume; the thin local light industry drives small, frequent batches of consumer goods — which is exactly the profile groupage serves.
What an LCL quote from China actually contains
Rail LCL is charged on volume, not on weight and not per shipment. The industry ratio on China–Europe consolidations is 1 CBM = 500 kg: cargo denser than that (steel, machinery parts, tiles, bearings) is charged on the weight converted back into volume; cargo lighter than that (textiles, cartons of household goods) is charged on the measured volume. Minimum chargeable volume is 1 CBM.
A door-to-door quote is built from four separate blocks. Ask any forwarder which blocks are inside the number they gave you — that single question explains most of the gap between two quotes that look far apart:
| Cost block | What it covers |
|---|---|
| Rail freight | Slot on the block train, Absheron, Baku station to station |
| Consolidation handling | Warehouse-in inspection, re-measuring, export packing, loading into the groupage box |
| Export declaration | Chinese export customs formalities, licence checks, export documentation |
| Destination charges | Azerbaijan import clearance, terminal handling, devanning, delivery in Baku (DAP excludes duty and VAT, DDP includes them) |
What we need to quote you
- Commodity — the commercial description, not a category. It drives the HS code and whether a licence or certification applies.
- Packages, dimensions, gross weight — decides whether your cargo is charged on volume or on weight.
- Volume in CBM — if you only have carton or pallet dimensions, send those and we will calculate it.
- Pickup address and delivery address — decides whether collection at origin and delivery at destination are needed.
- Incoterm — EXW, FCA, FOB, DAP or DDP. This is the single biggest driver of what your quote includes.
DAP or DDP — and who is the importer of record
Most confusion on China–Europe rail comes from mixing up where the transport ends with who owes the tax. They are separate questions:
| Term | We handle | You handle |
|---|---|---|
| FCA / FOB China | Export clearance, loading, rail to destination terminal | Import clearance, duty, VAT, onward delivery |
| DAP | Everything to your door, including import clearance as your agent | Duty and import VAT, paid on import under your EORI |
| DDP | Everything, including duty and import VAT, delivered to your door | Nothing operational — you receive the goods |
For Baku, DAP is common where the consignee holds a customs registration; DDP is used by buyers without one, and by shippers who need a single delivered price for a project.
Import documents, and where shipments actually stall
| Document | Why it matters |
|---|---|
| Commercial invoice | Description, quantity, unit value, Incoterm |
| Packing list | Packages, dimensions, gross and net weight, marks |
| Contract / purchase order | Parties and payment terms |
| Certificate of origin | Affects the duty rate applied |
| Conformity certificate | Electrical goods and specified building products |
| Importer registration | Consignee registered with the State Customs Committee |
Azerbaijani customs reads the description against the cargo. “Hardware” for a mixed pallet of fittings, hinges and screws is a query waiting to happen; we break the invoice into specification lines and photograph the pallets at warehouse-in.
How a groupage shipment moves, step by step
- Collection or warehouse-in — we collect anywhere in China, or you deliver to our CFS at Xi'an International Port.
- Warehouse-in inspection — volume and weight re-measured, carton count checked, photographed and reported to you.
- Export packing — crating, strapping and stretch-wrapping matched to the cargo; fragile and moisture-sensitive goods handled separately.
- Stuffing by destination — cargo for the same terminal is consolidated into one box, heavy goods bottom-stowed, light goods on top.
- Export declaration — filed by our in-house licensed brokers; documents are matched line by line against the physical cargo.
- Rail departure — Khorgos into Kazakhstan, rail to Aktau, Caspian ferry to Alat, rail shuttle to Absheron.
- Import clearance — container arrives at the destination terminal and is declared, or released to your own broker.
- Devanning and delivery — stripped, sorted per consignee, delivered to the agreed address or collected by you.
Cut-off dates: cargo and documents are two different deadlines
Groupage misses departures for two reasons, and only one of them is late cargo. The other is a document that arrives after the box has been sealed. On this service the two deadlines look like this:
| Deadline | When | What has to be true |
|---|---|---|
| Cargo cut-off | 5–7 days before departure | Pallets at our CFS, measured, packed and documented |
| Document cut-off | 3–4 days before departure | Invoice, packing list and licence documents approved |
| Container sealed | 2–3 days before departure | Box stuffed, weighed, photographed, gated in |
| Departure | Published day | The train does not wait for a missing invoice |
If your production finishes in the departure week, you are booking the following one. That is not a rule invented to create urgency — it is what the consolidation sequence physically allows once the box has to be sealed and declared before it can join the train.
In the September–February peak, the cargo cut-off moves earlier rather than later: space tightens, containers are stuffed in departure order, and the shipments that arrive on the last possible day are the ones that roll. Tell us the date your production finishes and we will tell you honestly which departure it can make.
What can travel as groupage — and what cannot
Routine — machinery parts, hand tools, hardware, building materials, furniture components, homeware, apparel and footwear, auto parts, small appliances without batteries, stationery, packaging materials.
Needs checking before booking — lithium batteries (UN38.3 test summary and MSDS required), magnets, liquids, powders, food-contact articles, cosmetics. Rail applies extra declaration and packing rules to these categories, so raise them at quotation, not at the container door.
We do not carry — counterfeit or IP-infringing goods, dangerous goods, live animals, and anything the destination country prohibits. This is not a commercial preference; a rejected container at the border costs far more than the freight.
