Rail LCL from China to Milan

Most Italian imports from China still arrive through Genoa or La Spezia and then go by road. Rail groupage lands inland instead: 18–22 days station to station to the Busto Arsizio terminal outside Milan, cleared in Italy, delivered across Lombardy and the north.

Inland terminal versus Mediterranean port

The conventional route into Italy is a container ship to Genoa or La Spezia, then a truck north. It works, and for volume cargo it is cheap. What it does not do well is small, mixed, time-sensitive consignments: you wait for a sailing, then for a port slot, then for a truck, and each of those is a separate queue.

Rail groupage arrives at Busto Arsizio, an inland terminal northwest of Milan. The box is stripped there and the cargo goes out by road within Lombardy in hours, not days. For the way Italian SMEs actually buy from China — three to eight cubic metres, several specifications, needed on a date — that structure fits better than a port move.

Transit, and where the days are

LegTypical
Xi'an → Małaszewicze (gauge change)10–13 days
Małaszewicze → Poland / Germany / Austria → Busto Arsizio5–7 days
Consolidation and terminal handling2–3 days

18–22 days station to station. There is a direct Xi'an–Milan groupage service that runs the leg in about 18 days; in peak weeks, when Małaszewicze is queueing or the cargo is moved to a standard departure, it lands at 20–22 days. Italian clearance and delivery add 3–5 days.

Italian clearance: what actually gets queried

The importer of record needs an EORI issued in Italy, and import VAT is 22%. Two document problems come up repeatedly:

  • Descriptions too generic for the tariff — “machine parts” for a mixed pallet is the classic. Italian customs will ask for the model, the function and the material, and the container waits while you obtain them.
  • CE documentation that names a different model — common where a supplier ships a variant. The declaration of conformity must cover what is in the box.
Italy also applies packaging and labelling rules to some consumer categories, and food-contact articles need migration testing. None of this is a freight problem — but if the documents are missing, the freight stops anyway. We review the file before departure, not on arrival.

Delivery scope

Milan, Monza, Brescia, Bergamo, Varese and the rest of Lombardy as standard; Turin, Bologna, Verona and the northeastern industrial belt by address. Genoa, Rome and the south are quoted separately — for those, sea freight is usually the better answer and we will say so.

What moves on this lane

Machinery and industrial components, furniture hardware, apparel and footwear materials, auto parts, stone-working tools, packaging materials. Italian manufacturers buy in small, frequent batches, which is exactly the profile groupage serves — and exactly the profile where sea freight LCL is at its weakest.

What an LCL quote from China actually contains

Rail LCL is charged on volume, not on weight and not per shipment. The industry ratio on China–Europe consolidations is 1 CBM = 500 kg: cargo denser than that (steel, machinery parts, tiles, bearings) is charged on the weight converted back into volume; cargo lighter than that (textiles, cartons of household goods) is charged on the measured volume. Minimum chargeable volume is 1 CBM.

A door-to-door quote is built from four separate blocks. Ask any forwarder which blocks are inside the number they gave you — that single question explains most of the gap between two quotes that look far apart:

Cost blockWhat it covers
Rail freightSlot on the block train, Milan (Busto Arsizio) station to station
Consolidation handlingWarehouse-in inspection, re-measuring, export packing, loading into the groupage box
Export declarationChinese export customs formalities, licence checks, export documentation
Destination chargesItalian import clearance, terminal handling, devanning, delivery in Lombardy and northern Italy (DAP excludes duty and VAT, DDP includes them)
We do not publish a per-CBM rate, and that is not evasiveness. Rail LCL space is priced weekly against available slots, seasonal demand, cargo density and the declared commodity — a number printed on a website is out of date within a month and misleads you at the exact moment you are budgeting. Send the five items below and you get the current figure within one working day.

What we need to quote you

  1. Commodity — the commercial description, not a category. It drives the HS code and whether a licence or certification applies.
  2. Packages, dimensions, gross weight — decides whether your cargo is charged on volume or on weight.
  3. Volume in CBM — if you only have carton or pallet dimensions, send those and we will calculate it.
  4. Pickup address and delivery address — decides whether collection at origin and delivery at destination are needed.
  5. Incoterm — EXW, FCA, FOB, DAP or DDP. This is the single biggest driver of what your quote includes.

DAP or DDP — and who is the importer of record

Most confusion on China–Europe rail comes from mixing up where the transport ends with who owes the tax. They are separate questions:

TermWe handleYou handle
FCA / FOB ChinaExport clearance, loading, rail to destination terminalImport clearance, duty, VAT, onward delivery
DAPEverything to your door, including import clearance as your agentDuty and import VAT, paid on import under your EORI
DDPEverything, including duty and import VAT, delivered to your doorNothing operational — you receive the goods

Italian importers with a VAT number normally prefer DAP so they can recover the 22% import VAT. DDP is used by buyers without an Italian entity or by group companies that want a landed cost.

Under DDP the importer of record is our entity, which means the import VAT is reclaimed by us and built into the price you pay. If you are VAT-registered in the EU, DAP is usually cheaper for you because you recover the VAT yourself. If you have no EU VAT number or no import setup, DDP is the practical choice. Say which one you are and we will quote both.

Import documents, and where shipments actually stall

DocumentWhy it matters
Commercial invoiceDescription, HS code, model, quantity, unit value, Incoterm
Packing listPackages, dimensions, gross and net weight, marks
EORI numberIssued in Italy for an Italian-established importer
CE declaration of conformityMachinery, electricals, toys, PPE
ISPM 15 recordSolid-wood packaging
Certificate of originWhere a preferential rate applies

Italian customs is reasonable and slow to forgive. The file that clears without a query is the one where the invoice description, the CE documentation and the physical goods all name the same model. We check that alignment before the container leaves Xi'an.

How a groupage shipment moves, step by step

  1. Collection or warehouse-in — we collect anywhere in China, or you deliver to our CFS at Xi'an International Port.
  2. Warehouse-in inspection — volume and weight re-measured, carton count checked, photographed and reported to you.
  3. Export packing — crating, strapping and stretch-wrapping matched to the cargo; fragile and moisture-sensitive goods handled separately.
  4. Stuffing by destination — cargo for the same terminal is consolidated into one box, heavy goods bottom-stowed, light goods on top.
  5. Export declaration — filed by our in-house licensed brokers; documents are matched line by line against the physical cargo.
  6. Rail departure — Alashankou or Khorgos, transit through Kazakhstan, Russia and Belarus, Małaszewicze gauge change, then Poland / Germany / Austria into Italy.
  7. Import clearance — container arrives at the destination terminal and is declared, or released to your own broker.
  8. Devanning and delivery — stripped, sorted per consignee, delivered to the agreed address or collected by you.

Cut-off dates: cargo and documents are two different deadlines

Groupage misses departures for two reasons, and only one of them is late cargo. The other is a document that arrives after the box has been sealed. On this service the two deadlines look like this:

DeadlineWhenWhat has to be true
Cargo cut-off5–7 days before departurePallets at our CFS, measured, packed and documented
Document cut-off3–4 days before departureInvoice, packing list and licence documents approved
Container sealed2–3 days before departureBox stuffed, weighed, photographed, gated in
DeparturePublished dayThe train does not wait for a missing invoice

If your production finishes in the departure week, you are booking the following one. That is not a rule invented to create urgency — it is what the consolidation sequence physically allows once the box has to be sealed and declared before it can join the train.

In the September–February peak, the cargo cut-off moves earlier rather than later: space tightens, containers are stuffed in departure order, and the shipments that arrive on the last possible day are the ones that roll. Tell us the date your production finishes and we will tell you honestly which departure it can make.

What can travel as groupage — and what cannot

Routine — machinery parts, hand tools, hardware, building materials, furniture components, homeware, apparel and footwear, auto parts, small appliances without batteries, stationery, packaging materials.

Needs checking before booking — lithium batteries (UN38.3 test summary and MSDS required), magnets, liquids, powders, food-contact articles, cosmetics. Rail applies extra declaration and packing rules to these categories, so raise them at quotation, not at the container door.

We do not carry — counterfeit or IP-infringing goods, dangerous goods, live animals, and anything the destination country prohibits. This is not a commercial preference; a rejected container at the border costs far more than the freight.

Frequently asked questions

How long does rail LCL from China to Milan take?
18–22 days station to station. A direct Xi'an–Milan groupage service runs about 18 days; peak congestion at Małaszewicze or a switch to a standard departure pushes it to 20–22. Italian clearance and delivery add 3–5 days.
What is the advantage over sea freight to Genoa?
You avoid the Mediterranean peak-season congestion and the second container move at the port. The box arrives at an inland terminal and is stripped there, so cargo reaches Lombardy addresses in hours.
What clearance documents does Italy require?
Commercial invoice with HS codes, packing list, Italian EORI, CE declaration for regulated products, ISPM 15 for solid-wood packaging, and a certificate of origin where a preferential rate applies.
Can you deliver to Turin or Bologna?
Yes, by address. Lombardy and the northern industrial belt are routine; Genoa, Rome and southern Italy are quoted separately, and for those we will usually recommend sea freight.
My Italian customer has no EORI — can we still ship?
The EORI is issued to the EU-established importer and normally takes a few working days. If the consignee will not obtain one, we can clear under DDP with our own entity as importer of record.
What is the minimum?
1 CBM, a single pallet, charged on the greater of volume and weight at 1:500.
Can cargo go onward from Milan to Switzerland or Austria?
Yes, quoted by address. Switzerland is outside the EU customs territory, so it needs a transit document and Swiss clearance on arrival.
Can you ship on my supplier's EXW terms?
Yes. We collect at the supplier, handle the Chinese export declaration and take over from there — that is the FCA-style handover most of our Italian customers use.
